May any part of an Innovation Grant be used to cover administrative costs associated with or allocable to the implementation of a proposed project?

It is considered acceptable for up to, but not more than, 15% of grant amounts to be allocated to related administrative costs of the grantee nonprofit organization in implementing the proposed project.
